On September 11, 2025, Microsoft made a significant announcement: effective immediately, individual developers would be relieved from all fees associated with publishing apps on the Microsoft Store. This includes registration fees, application hosting fees, and signing fees. Developers are now free to submit apps developed in Win32 (encompassing .NET WPF and WinForms), UWP, PWA, .NET MAUI, or Electron frameworks. The sole prerequisite is that the application must be packaged in the MSIX format.

At present, this service is accessible through the Microsoft Store in nearly 200 regions across the globe. Developers can easily log in to the Partner Center using their Microsoft account, undergo identity verification (which involves scanning identification documents and taking a selfie), and respond to a series of questions to secure publishing permissions at no cost. The entire process is designed to be swift, taking only a few minutes to complete.

Furthermore, Microsoft has introduced a '0% commission' policy for self-built in-app purchase systems within non-game applications. Should an application utilize the MSIX format, Microsoft will shoulder the expenses related to binary file hosting and distribution. This arrangement spares developers the hassle and cost of establishing their own Content Delivery Network (CDN). Independent publisher HUXSoft has reported a remarkable tenfold increase in the average daily installation volume of its applications on the Microsoft Store over the past year.
