The central government will provide subsidies to local governments at a specified rate, taking overall responsibility for approximately 90% of the funds. The objective of this system is to support families in raising infants and young children, thereby easing the financial burden of child-rearing. Eligible children under the age of 3 will receive annual subsidies, with each child receiving 3,600 yuan per year until they reach the age of 3.
