On November 6, 2025, reports emerged indicating that China has implemented a sweeping prohibition. Under this directive, all data centers receiving financial support from national and governmental sources are mandated to avoid utilizing any foreign AI chips. This restriction encompasses specialized variants from manufacturers like NVIDIA, AMD, and Intel, including models such as the H20, MI308, as well as the H200 and B200, which may enter the market via special channels.
For data centers that are either in the planning phase or have a completion rate of no more than 30%, any foreign AI chips already installed must be removed and substituted with domestic alternatives. These domestic options include chips from companies such as Huawei, Cambrian, Biren Technology, Moore Threads, and Lixuan Technology.
Data centers that are self-built by enterprises are exempt from this particular restriction. Nevertheless, it is anticipated that a growing number of enterprises will choose domestic chips, thereby fostering the in-depth advancement of domestic substitutions.
