These measures encompass: expediting the enactment of supportive policies, consistently fortifying financial service guarantees, steadfastly focusing on cost reduction, quality enhancement, and efficiency amplification, intensifying efforts to foster bidirectional expansion in breeding and processing, persistently upgrading dairy cow genetics, encouraging the advancement of dairy product deep processing, augmenting dairy consumption awareness and education, and establishing and refining inter-departmental collaboration frameworks. The notification mandates all regions to direct dairy enterprises to develop streamlined and affordable milk products tailored to the daily requirements of urban and rural residents, while implementing central government financial support policies to bolster the comprehensive production capacity of the dairy industry.
