He emphasized that such equity should be characterized by stable cash flows. His proposal involves utilizing this equity to establish technology-focused state-owned capital management firms. These firms would harness the dividend income generated from the existing equity to secure financial support for high-risk, early-stage investments in emerging industries of the future.
