The National Development and Reform Commission (NDRC) and the National Data Administration have collaboratively issued a notice intended to establish a pricing framework for the authorized operation of public data resources. Under this framework, the Development and Reform Commission and the Data Administration will jointly set the maximum allowable income, adhering to the principle of 'cost compensation and reasonable profit'. This approach encompasses operating expenses, permissible profits, and applicable taxes. Operating expenses comprise expenditures related to the establishment and maintenance of authorized operation platforms, data transmission, and personnel costs. The permissible profit margin is established by referencing the average yield of 10-year government bonds from the year preceding the cost assessment, with an allowance for an upward adjustment of up to 6 percentage points. When establishing the ceiling for charging standards, authorized entities must take into account various factors such as the specific use cases of the resources, investments in human resources, and the scale of sales, to ensure pricing remains equitable and justified.
