On November 29, Jing'an District in Shanghai's central urban area proudly unveiled its first-ever data cross-border service center. Utilizing the Jing'an International Reception Hall as its base, the center has set up specialized service counters, focusing on three core roles: a "policy hub," a "service platform," and an "innovation outpost." With a keen emphasis on data cross-border transfers and personal information processing, the center offers enterprises a comprehensive "one-stop" solution. This includes policy explanations, compliance advice, and application support, all aimed at minimizing compliance expenses for businesses and boosting their global competitiveness. Fan Xiaowei, Director of the Shanghai Municipal Cyberspace Affairs Commission, emphasized that the center's inauguration is a pivotal milestone in Shanghai's ongoing reforms concerning data cross-border flows. It addresses the need for "localized services" for data cross-border activities in the heart of the city and provides a structured institutional framework to support the compliant development of cross-border data flows by local businesses. The Municipal Cyberspace Affairs Commission envisions Jing'an District further refining its cyberspace service capabilities, setting a benchmark for the development of a district-level cyberspace system in major cities. The launch of the Jing'an District Data Cross-border Service Center is more than just the opening of a physical location; it marks a fresh beginning for institutional innovation and service enhancements. The center will closely cater to the developmental needs of key industries, offering customized data cross-border flow services tailored to various sectors and scenarios, thereby creating exemplary models. Its services will cater not only to foreign-invested enterprises but also extend to domestic enterprises venturing overseas, facilitating high-quality international expansion through efficient data flows. During the event, the "Jing'an District Data Cross-border Service Package" was also introduced, along with the announcement of the inaugural group of data cross-border experts.
