On April 22 (local time), U.S. Secretary of Commerce Lutnick revealed during a Senate Appropriations Committee hearing that, despite the Trump administration granting NVIDIA approval in January of this year to export H200 artificial intelligence chips to China under stringent terms—including a 25% revenue-sharing agreement—no H200 chips have been procured by China thus far. Lutnick noted that China is inclined to focus its investments on fostering the independent development of its domestic chip sector. This scenario underscores the fundamental contradiction in the U.S. policy on chip export controls toward China: attempting to stifle China's technological advancement through restrictive measures while simultaneously being reluctant to relinquish the economic gains from China, the world's largest semiconductor market.
