The Guangzhou Municipal Industry and Information Technology Bureau has officially released a draft for public comment titled "Guangzhou City Policies Aimed at Fostering High-Quality Development of the Integrated Circuit Industry Across the Entire Supply Chain During the 15th Five-Year Plan Period." The draft outlines a strategic plan to expedite advancements in the design of high-end general-purpose chips, such as processors, memory chips, and edge computing chips. Furthermore, it emphasizes active support for the research and development of specialized chips, including those based on the RISC-V open-source instruction set architecture, automotive-grade chips, display driver chips, sensor chips, optical communication chips, and 6G chips.
Additionally, the policy draft underscores the importance of bolstering support for the initial round of silicon wafer production by integrated circuit companies. Subsidies will be provided to eligible chip silicon wafer manufacturers that possess independent intellectual property rights for 28nm processes and below, or those that demonstrate significant competitive advantages. These subsidies will cover up to 50% of the silicon wafer production expenses.
