On January 13, 2026, the Guangzhou Industry and Information Technology Bureau issued a public call for comments on the "Guangzhou Policies for Fostering High-Quality Development of the Integrated Circuit Industry Across the Entire Supply Chain During the 15th Five-Year Plan Period (Draft for Public Consultation)." This policy initiative is designed to bridge gaps within the industrial chain by clustering and expanding production lines dedicated to the manufacture of critical materials like photomasks, photoresists, electronic gases, high-purity target materials, and large silicon wafers. Additionally, it aims to bolster the development of their upstream and downstream sectors, while simultaneously nurturing leading companies in the manufacturing equipment arena, encompassing tools for lithography, etching, ion implantation, deposition, cleaning, and inspection.
