Recently, the Ministry of Commerce unveiled Announcements No. 61 and No. 62 of 2025, detailing the implementation of export controls on specific rare earth materials and associated technologies destined for overseas markets. The newly established regulations explicitly outline that export applications pertaining to military applications will, as a general rule, face rejection. Regarding export applications connected to the research and development, as well as production, of logic chips at 14 nanometers or below, memory chips with 256 layers or more, along with related semiconductor manufacturing equipment, testing apparatus, and materials, or the development of artificial intelligence with potential military uses, a thorough case-by-case evaluation will be undertaken.

Among these stipulations, certain provisions are set to take effect officially from December 1, 2025. Meanwhile, items originating from China will be subject to immediate enforcement starting from the date of the announcement's publication.
