When discussing the development of future industries, Li Hui, the Deputy Director of the Pudong New Area in Shanghai, elaborated at the municipal government's press conference on October 11 that Pudong will adopt a more open-minded approach, engage in forward-thinking planning, and take pragmatic steps. The goal is to cultivate several world-class future industry clusters by 2030. Key strategies encompass:

  • Concentrating on pivotal sectors such as future information, advanced manufacturing, and healthcare to construct the Zhangjiang AI Innovation Town.
  • Implementing the 'Two Million' initiative (providing 1 million square meters of affordable youth housing and 1 million square meters of cost-effective entrepreneurial spaces) to foster a low-cost environment for innovation and business startups.
  • Utilizing financial tools like the three primary industry funds to refine the venture capital ecosystem.
  • Enhancing specialized policies, such as the 'Sixteen Measures for Embodied Intelligence,' to create a policy framework that encourages openness and collaboration.

At present, Pudong has strategically positioned 14 large-scale national scientific facilities. Its integrated circuit sector constitutes one-fifth of the national scale, while the biomedical and AI industries make up 40% of Shanghai's total. Furthermore, strategic emerging industries contribute a significant 53.6% to Pudong's overall output value.
