Starting from October 1st, arXiv has implemented new submission limit rules: each submitting account is limited to 2 paper submissions per month, and no more than 3 manuscripts can be pending review. Papers rejected by reviewers also count towards the quota. The quota is calculated based solely on the account that clicks the submit button, and other co-authors are not affected. This move aims to address the explosive growth in submissions in recent years, particularly after the widespread adoption of AI tools, which has led to an influx of low-quality, fragmented 'salami-sliced papers' and AI-generated content, placing significant pressure on the volunteer review team of just 300 people. Currently, this submission limit measure is temporary. The new rules have loopholes—collaborators can take turns submitting to bypass the limit—but they avoid the issue of potentially implicating other authors if the quota were counted based on all authors. Meanwhile, the new rules impose new requirements on the division of labor within research groups and the submission schedules of independent researchers.
