The General Office of the People's Government of Sichuan Province has recently unveiled the Implementation Opinions on Further Promoting Innovation and Achieving Breakthroughs in the Service Industry. This document outlines a strategic plan to bolster the infrastructure for artificial intelligence (AI) and foster the growth of data information services. To realize this vision, specific actions have been proposed, including accelerating the development of AI datasets and corpora, scaling up the provincial "computing voucher" program, and delving into the exploration of innovative policies such as "scenario vouchers" and "model vouchers". In tandem with these efforts, the province is set to establish scientific data centers. It will encourage enterprises or industry alliances to forge trusted data spaces, thereby facilitating the wider adoption of "data elements ×" scenarios. For digital application scenario laboratories that gain approval, selective funding support of up to RMB 10 million will be made available. Furthermore, the province will set up national and provincial data annotation bases, providing backing for the construction of public service platforms dedicated to data annotation, with support also reaching up to RMB 10 million. Additionally, software products that meet the criteria for the first edition or are applicable for open-source project industrialization will also be eligible for incentives.
