The General Office of the People's Government of Hainan Province has released the 'Hainan Province Action Plan for Advancing 'AI+' (2026-2028).' This plan delineates a series of phased objectives: By the end of 2026, Hainan will strive to establish 4-5 demonstration projects for AI industry applications, develop high-quality industry datasets, create 2-3 cutting-edge large-scale AI models, and facilitate their industrial application. By the end of 2027, the province aims to achieve substantial progress in the deep integration of AI across key industries, develop exemplary application cases, and begin to enhance the industrial ecosystem. By the end of 2028, Hainan will ensure that computing power adequately meets industrial needs, fully unlock the potential of data, establish high-level innovation platforms, nurture core enterprises, and significantly expand the scale of its core industries. The plan adopts the '4+N' scenario application breakthrough strategy as its starting point, concentrating on four distinctive industries—commercial aerospace, deep-sea technology, the Nanfan seed industry, and the low-altitude economy—as well as crucial sectors such as disaster prevention and mitigation. This approach is designed to promote the demonstration and application of AI technologies, construct a self-reliant and controllable computing power infrastructure, and bolster innovation support capabilities.
