On September 29, Zhang Guangjun, the Vice Minister of the Ministry of Science and Technology, announced at a press conference organized by the State Council Information Office that during the implementation of the "15th Five-Year Plan," there will be a concerted effort to bolster collaborative innovation led by enterprises, incorporating industry, academia, and research institutions. This initiative aims to support the regular involvement of enterprises in national science and technology decision-making processes, thereby amplifying their influence. Concurrently, the policy framework will be refined to facilitate the alignment of innovation resources—such as projects, platforms, data, talent, and funding—towards enterprises. This strategic move is designed to enhance their innovative prowess, foster and expand leading science and technology enterprises, harness the pioneering role of large enterprises, encourage them to share research platforms and application scenarios with small and medium-sized enterprises, and propel the industry towards high-end development.
