On September 29, during a press conference titled "Launching the 15th Five-Year Plan" organized by the State Council Information Office, Zhang Guangjun, the Vice Minister of the Ministry of Science and Technology, announced that throughout the 15th Five-Year Plan period, the Ministry will consistently back companies in their involvement in national tech innovation decision-making processes, amplifying their influence. By refining the policy framework, the Ministry aims to channel innovative resources—such as projects, platforms, data, talent, and funding—towards enterprises, thereby bolstering their innovative prowess. Concurrently, it will expedite the development of leading tech enterprises, harness the guiding influence of major corporations, and encourage them to make scientific research platforms and application scenarios accessible to small and medium-sized enterprises (SMEs), propelling the industry towards high-end growth. Moreover, the Ministry will endorse enterprises in taking the initiative to form innovation alliances, partnering with universities and research institutes to co-establish innovation platforms, collectively tackle industrial tech challenges, and undertake joint research endeavors.
