On July 9, the State Council released the "Action Plan for Carbon Peak During the 15th Five-Year Plan Period." This plan outlines a strategy to progressively define minimum renewable energy consumption targets for key energy-intensive industries. Specifically, by 2030, the installed capacity of pumped hydro storage is projected to reach approximately 160 million kilowatts. Additionally, there is an ambitious goal to strive for an installed capacity of new energy storage at 300 million kilowatts. Furthermore, the plan envisions that the maximum regulatory capacity of virtual power plants across the nation will surpass 50 million kilowatts, with the power demand response capacity achieving over 5% of the peak electricity load.
