On December 22, the Wuhan Municipal Committee of the Communist Party of China unveiled a draft proposal outlining the city's 15th Five-Year Plan for National Economic and Social Development. This proposal underscores the pivotal role of bolstering scientific and technological innovation capabilities as a driving force, actively engaging with national and international innovation networks, fostering top-tier strategic scientific and technological prowess, and achieving a greater number of groundbreaking and pioneering scientific and technological accomplishments.

Wuhan is set to expedite the development of a world-class Donghu Science City, with Optics Valley Science Island serving as its linchpin. It will also advance the growth of the Optics Valley Science and Technology Innovation Corridor, the Chegu Industrial Innovation Corridor, and the Binjiang Digital Innovation Corridor. Concurrently, the city aims to establish an innovation development zone encircling universities and cultivate a holistic innovation ecosystem.

Furthermore, Wuhan will champion the construction of significant scientific and technological infrastructure, enhance the capabilities of high-caliber scientific and technological innovation platforms, and endeavor to establish national laboratories (or bases) in fields where it holds a competitive edge. The city will also promote the modernization and enhancement of national key laboratories and Hubei laboratories, while constructing world-class research institutions.

In addition, Wuhan will intensify efforts to build disruptive technology innovation hubs, prioritizing national strategic and industrial requirements, driving advancements in "cutting-edge" technologies, and swiftly resolving a series of "bottleneck" technologies that impede the security of industrial chains.
