On October 15, 2026, the Shanghai Municipal Cyberspace Administration and the Shanghai Municipal Data Bureau jointly unveiled the Several Measures to Foster High-Level Opening-Up and Facilitate Cross-Border Data Flow in Shanghai. These measures are tailored to address the data cross-border requirements of enterprises operating in pivotal sectors such as global research and development (R&D), manufacturing, supply chain collaboration, cross-border financial risk management, and biomedical R&D. They implement a strategy of differentiated guidance. While ensuring that risks remain controllable, enterprises are encouraged to engage in exploratory verification, with the objective of developing a suite of scenario-based data cross-border application solutions and facilitating the widespread replication and promotion of successful cases. Concurrently, the measures also actively seek to pioneer pilot projects for the anonymous processing of personal information within sectors like finance, commerce, and healthcare.
