The Shanghai Cyberspace Administration, in collaboration with the Shanghai Data Bureau, has jointly unveiled a set of measures titled "Several Measures to Foster High-Level Openness and Facilitate Cross-border Data Flow in Shanghai". These measures are designed to enhance the infrastructure supporting cross-border data flow, with a particular focus on accelerating the development of the national blockchain network's Shanghai node and fortifying fundamental capabilities such as distributed digital identities and privacy-preserving computation. Simultaneously, the measures advocate for the establishment of service facilities tailored to cross-border data flow, encouraging the exploration of service models grounded in the mutual recognition of standards and promoting their application across sectors like finance and automotive industries. Furthermore, they endorse the Lingang Special Area, Hongqiao International Central Business District, and Pudong New Area as pivotal hubs for international data cooperation, actively promoting the construction of international data centers. This strategic move aims to invigorate the computing power service sector and foster the growth of related cross-border digital services.
