National Symposium on Medical Data Circulation and Utilization in the Comprehensive Experimental Zone for National Data Elements Held in Beijing

From July 2 to 3, the National Data Administration organized an on-site symposium in Beijing for the Comprehensive Experimental Zone for National Data Elements, with a specific focus on the circulation and utilization of medical data. The primary objective of the symposium was to summarize and share experiences gained from the construction of the experimental zone, foster the safe, compliant, and efficient circulation and utilization of medical data resources, and drive the deep integration of Digital China and Healthy China initiatives. The meeting underscored the importance for all regions to learn from successful practices to fully unlock the potential value of data elements within the medical industry. It also outlined four key requirements: First, bolster top-level design and mechanism innovation, fostering closer collaboration between data management departments and health departments, and enhancing incentive mechanisms. Second, refine institutional frameworks, concentrating on critical areas such as data rights confirmation and authorization, circulation and trading, income distribution, and security governance. Third, establish demonstration benchmarks by distilling replicable experiences from policy pilots and demonstration projects. Fourth, refine standards and norms to facilitate the transformation of 'local innovations' into 'national experiences'.
