On November 18, the General Office of the Ministry of Industry and Information Technology unveiled the 'Guidelines for Building High-Standard Digital Parks'. These guidelines emphasize leveraging the profound integration of digital technology with park development as a core strategy, with a particular focus on driving the digital transformation of park industries. By 2027, the aim is to establish around 200 high-standard digital parks, ensuring that industrial enterprises of a designated size or larger achieve complete digital transformation coverage. The digitalization level of park management and services is set to see a marked improvement, with the emergence of several replicable and scalable digital empowerment models tailored for park development. These efforts are expected to elevate the overall quality and efficiency of park development. High-standard digital parks are to be constructed within a variety of parks or 'parks within parks', which have received approval from the State Council or provincial governments. These parks will primarily focus on manufacturing and producer services industries and must adhere to the 'four highs' standards. These standards encompass high levels of industrial digitalization, professional service quality, operational management efficiency, and infrastructure capacity. More specifically, this involves achieving full-scale implementation of Industrial Internet applications across all industries, ensuring 100% digital transformation coverage for industrial enterprises of a designated size or larger, achieving 100% dual gigabit network coverage, and effectively deploying and utilizing computing infrastructure. To realize these objectives, the 'Guidelines' outline 13 specific construction tasks spread across four key areas: promoting industrial digital transformation, bolstering digital services within parks, enhancing digital management in parks, and solidifying digital support capabilities.
