On October 22nd, eight departments, with the Ministry of Industry and Information Technology at the forefront, jointly released the "15th Five-Year Plan" aimed at bolstering industrial foundational capabilities. The plan outlines a strategic vision to leverage artificial intelligence (AI) to empower industrial foundational innovation. It emphasizes the need to enhance the research and development landscape by focusing on both general-purpose and industry-specific large AI models within the industrial domain. Furthermore, the plan advocates for the seamless integration of industrial mechanisms with intelligent agent decision-making models, fostering the development of AI-native foundational products. It also highlights the cultivation of novel business models, such as Model as a Service (MaaS) and Agent as a Service (AaaS), to drive innovation and efficiency.
Simultaneously, the plan underscores the urgency of expediting AI application across all phases of product development—from research and development, through design and simulation, to pilot testing and verification, and ultimately into production operations. This comprehensive approach aims to elevate the level of intelligence within the industrial sector and accelerate the iterative innovation process of industrial foundations, thereby ensuring sustained growth and competitiveness in the global market.
