Eight key departments, spearheaded by the Ministry of Industry and Information Technology, have jointly rolled out the '15th Five-Year Plan' aimed at fortifying the foundational capabilities of industries. This plan underscores the necessity to propel AI-driven innovation within industrial fundamentals. It places a significant emphasis on amplifying the research and development of both universal and industry-specific large models, fostering a seamless integration of industrial mechanisms with agent-based decision-making models. Additionally, the plan advocates for the creation of intelligent-native foundational products and the cultivation of novel business paradigms, such as Model as a Service (MaaS) and Agent as a Service (AaaS). Concurrently, it expedites the widespread adoption of AI throughout the entire lifecycle of product development—from research and design to testing and production—elevates the standards of intelligent management, and accelerates the pace of innovation within industrial fundamentals.
