On October 22, 2026, eight departments including the Ministry of Industry and Information Technology jointly issued the 15th Five-Year Plan for Enhancing Industrial Basic Capabilities, proposing to strengthen the innovation layout in cutting-edge industrial basic technologies. Focusing on frontier fields such as quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence, 6G, and deep space, deep sea, deep earth, and polar regions, the plan follows the approach of 'scenario-driven, foundation-first' to proactively arrange innovation tasks for key basic products and enhance the supply capacity of original and disruptive basic technologies and products. The plan encourages enterprises in the industrial basic sector to closely collaborate with national laboratories, research institutions, and universities, explore diverse technological routes, cultivate typical application scenarios, strengthen conceptual verification, commercial validation, and engineering and industrialization adaptation, and promote the efficient conversion of cutting-edge technological innovation achievements.
