On May 8, 2026, the Cyberspace Administration of China, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly published the Implementation Guidelines for the Standardized Use and Innovative Progress of Intelligent Agents. The objective is to foster the standardized utilization and innovative advancement of intelligent agents. Intelligent agents are intelligent systems capable of autonomous perception, memory, decision-making, interaction, and execution, embodying a significant manifestation of artificial intelligence products and services.

The Implementation Guidelines outline that the development of intelligent agents should uphold the core principles of safety and controllability, standardization and orderliness, innovation-driven growth, and application-orientation. Four pivotal strategies are proposed: firstly, to solidify the development foundation by enhancing technological capabilities and establishing standardized protocols; secondly, to maintain a security baseline by clarifying product standards and mitigating security risks; thirdly, to emphasize application-orientation by introducing 19 typical application scenarios; and fourthly, to cultivate an innovative ecosystem by encouraging industrial collaboration and bolstering application promotion.
