On May 8, a significant step was taken by the Cyberspace Administration of China (CAC), the National Development and Reform Commission (NDRC), and the Ministry of Industry and Information Technology (MIIT) as they jointly released the Implementation Opinions on the Standardized Application and Innovative Development of Agents. These Opinions are designed to propel the standardized application and innovative evolution of agent technologies. They explicitly define agents as intelligent systems endowed with autonomous perception, memory, decision-making, interaction, and execution capabilities, marking them as a pivotal manifestation of AI products and services.
The Opinions delineate four strategic measures: Firstly, they emphasize the need to solidify the technological foundation by enhancing the technological base and standardizing protocols. Secondly, they stress the importance of ensuring security and controllability through the formulation of product guidelines and the prevention of security risks. Thirdly, they advocate for strengthening application-driven initiatives by proposing 19 exemplary application scenarios across various domains, including scientific research and industrial development. Lastly, they highlight the necessity of constructing an innovative ecosystem by promoting industrial collaboration, advancing the compatibility of agents with open-source chips, operating systems, and large-scale models, guiding enterprises, universities, and research institutions to actively participate in open-source projects, and enhancing China's international influence in this field.
