On May 8, China's Cyberspace Administration, the National Development and Reform Commission, and the Ministry of Industry and Information Technology jointly released the Implementation Opinions on the Standardized Application and Innovative Development of Intelligent Agents. These opinions underscore the necessity of bolstering research and development in foundational technologies, consistently enhancing the performance of general-purpose foundational models, and fostering the growth of specialized models tailored to specific industry sectors. The goal is to construct a comprehensive matrix of model products that are adaptable to various scenarios and devices. Simultaneously, it is crucial to augment the supply capacity of high-quality datasets to underpin the training and operational needs of intelligent agents. Furthermore, the opinions stress the importance of achieving technological breakthroughs in areas such as task comprehension, planning, and tool utilization for intelligent agents, thereby improving their ability to generalize across different contexts. Additionally, the document proposes refining the toolchain for intelligent agents, which includes conducting research on underlying frameworks, expediting the development of key components, and optimizing the toolchain for research and development, testing, deployment, and operation and maintenance. Moreover, the development of security and governance tools is emphasized to enhance the capacity to address non-compliant behaviors exhibited by intelligent agents.
