At the 2026 Annual Meeting of the China Development Forum, Liu Liehong, the Director of the National Data Administration, offered three key perspectives on the evolution of artificial intelligence (AI) technology and its industry. Firstly, he emphasized the importance of moderate forward planning, harmonizing construction with application, and strategically mapping out the infrastructure for computational power. This encompasses pushing forward initiatives like 'Computing Power from East to West,' implementing pilot projects for coordinated computing and power distribution, and constructing a comprehensive, nationwide integrated computing power network. Secondly, Liu noted that AI is advancing at a swift pace, spawning novel intelligent economic forms and showcasing trends such as the shift from dialogue to decision-making and execution, the expansion into industry-specific large-scale models, the transition from digital simulation to physical interaction, the stimulation of business model innovation through Tokens, and the prioritization of safety and compliance in governance. Thirdly, he highlighted that the profound integration of the data industry and AI is fueling new growth avenues within the intelligent economy, triggering fresh demand for data, opening up novel channels, enhancing development efficiency, and posing both new challenges and opportunities for security governance. The National Data Administration is currently concentrating on the market-oriented allocation reform of data elements and has established a '5+3+1' operational framework. It has declared 2026 as the 'Year of Unleashing Data Value,' with the objective of propelling AI innovation and development through the provision of high-quality data by implementing six major initiatives.
