On February 24, Bloomberg reported that the Canadian government had summoned an OpenAI executive. Previously, OpenAI had discussed whether to report a ChatGPT user but took no action. Months later, the user—18-year-old Jesse van Ruttenselaar—became the sole suspect in the mass shooting in Tabor, British Columbia, Canada, which resulted in the deaths of six children and two adults. OpenAI had flagged his account in June 2025 but, finding no imminent threat, did not report it to law enforcement before subsequently banning the account. Canadian AI Minister Evan Solomon stated that OpenAI's senior security executive would meet in Ottawa to explain its operational protocols and reporting mechanisms.
