At present, numerous tech giants and startups are vying to make significant strides in the realm of "superintelligence" or "artificial general intelligence." In March 2023, Elon Musk and other influential figures called for a six-month hiatus in AI research and development. However, companies affiliated with Musk have continued to forge ahead with their related projects. This latest statement adopts a more targeted approach, refraining from demanding a complete cessation of development. Notably, several esteemed Chinese scientists and former high-ranking U.S. government officials have also added their signatures to the cause.

The progress of global AI regulation has been sluggish. The EU's AI Act is being implemented in phases, while certain U.S. states have already enacted pertinent legislation.
