The Qinghai Provincial Energy Administration has unveiled a draft plan for public consultation on the construction and operations management of virtual power plants. The plan outlines the intent to initiate pilot projects, selecting representative industries, distinctive resources, and parks to spearhead the development of virtual power plants. These projects will encompass a range of areas, including charging and swapping stations, distributed wind power, communication base station battery packs, and user-side energy storage (photovoltaic). The objective is to bolster market stability and platform efficiency through multi-scenario, multi-phase trial operations, gradually scaling up resource integration. Furthermore, virtual power plants are being encouraged to offer comprehensive energy services, such as energy-saving initiatives, energy solution design, and carbon trading, in order to diversify revenue streams.
