On September 25, reports emerged that from September 21 to 23, the Radio Regulatory Bureau of the Ministry of Industry and Information Technology (MIIT) and the Norwegian Communications Authority convened the second round of inter-regulatory satellite network coordination talks in Oslo, Norway. Guided by the principles set forth by the International Telecommunication Union (ITU), the two sides engaged in negotiations covering over 30 topics related to various high- and low-orbit satellite systems. These discussions encompassed a wide range of services, including fixed-satellite and mobile-satellite services, and spanned multiple frequency bands, such as L, S, C, X, Ku, Ka, and Q/V.

The two sides held in-depth exchanges and reached several points of consensus, culminating in the joint signing of the meeting minutes. These talks have paved the way for the compatible sharing of frequency orbits between the satellite systems of the two countries, expedited the process of international coordination for China’s satellite network frequencies, and fostered the advancement of aerospace engineering.

The Chinese delegation was composed of representatives from the Radio Regulatory Bureau of the MIIT, the National Radio Spectrum Management Center, the Beijing Institute of Tracking and Telecommunication Technology, China Satellite Network Group, China Satcom Group, Shanghai Yuanxun Satellite Technology, and Tsinghua University, among other institutions. The Norwegian delegation included representatives from the Norwegian Communications Authority, Space Norway, and SpaceX Norway, among others.
