This plan is designed to curtail data misuse, rigorously combat illegal transactions, fortify the protection of personal information, penalize data monopolies and unfair competitive practices, and uphold market integrity. Additionally, the plan underscores the importance of bolstering data security risk monitoring and management, averting systemic risks, safeguarding national security, and ensuring economic and social stability.
