Six Departments Jointly Launch Plan to Boost Data Security Service Market and Expand Governance Services

The National Development and Reform Commission, alongside five other key departments, has collaboratively unveiled the "Implementation Plan on Enhancing Data Circulation Security Governance and Facilitating the Marketization and Valuation of Data Elements." The plan underscores the importance of bolstering the supply of data circulation security services, fostering the growth of the data security service market, expanding the scope of data security governance services, and innovating in the delivery of these services. Furthermore, it encourages data security service institutions to strengthen foundational theoretical research, develop core technologies, and innovate in product development driving and their application evolution, towards larger scale, greater specialization, and integration. This aims to elevate the efficacy of security services and minimize application costs.

Additionally, the plan outlines measures to cultivate services such as data circulation security testing and evaluation, as well as security auditing. It emphasizes the establishment and refinement of a market-oriented mechanism that fosters trust among data circulation entities. The plan also aims to diversify the range of services available, including data hosting, and explores mechanisms for providing insurance coverage for data security. It further encourages qualified enterprises to offer data security hosting services tailored to the needs of small and medium-sized enterprises.
