On February 10, 2026, the Ministry of Industry and Information Technology, in conjunction with four other departments, released a strategic document. This document outlines a plan to foster stronger collaboration between the information and communications sector and the low-altitude equipment manufacturing industry. The objectives include enhancing technical proficiency, bolstering industrial capabilities, expanding network infrastructure, and fortifying security measures. Furthermore, it aims to accelerate the development of low-altitude communication networks, diversify and refine sensing technologies, elevate navigation precision, and facilitate the establishment of intelligent, networked systems for low-altitude operations.
By 2027, the ambition is to achieve a nationwide coverage rate of no less than 90% for ground mobile communication networks along low-altitude public air routes. Additionally, the plan envisions the refinement and maturation of a variety of integrated sensing solutions, a continual improvement in the quality of low-altitude navigation services, the formulation of at least 10 standards for information infrastructure, and the emergence of a range of exemplary low-altitude application scenarios in domains such as urban governance, logistics and transportation, as well as cultural tourism.
