On October 15, 2025, reporters learned from the National Data Administration that China will introduce 158 reform initiatives across seven aspects, including the market-oriented allocation reform of data elements and the deep integration of technological innovation with industrial innovation, in seven national pilot zones for innovative development of the digital economy—Tianjin, the Xiong'an New Area in Hebei, Shanghai, Jiangsu, Zhejiang, Guangdong, and Sichuan. The aim is to accelerate the cultivation of innovative enterprises in the digital economy, coordinate the advancement of fundamental data systems and infrastructure construction, create internationally competitive digital industry clusters, and form a driving force for regional industrial upgrading, a growth pole for regional economic expansion, and a new engine for international trade cooperation.
