On October 22, according to The Information, a senior official from OpenAI stated in a letter to California Governor Gavin Newsom that the company supports implementing kill switches for AI models, undergoing mandatory annual independent audits, and adopting stricter cybersecurity measures. The letter, dated Tuesday, was signed by Chan Park, OpenAI's head of U.S. and Canada policy and partnerships. The letter mentioned that OpenAI recommends strengthening California's existing AI transparency law, SB53, which was passed in 2025. The law requires frontier AI companies to disclose safety frameworks and transparency reports, as well as report significant safety incidents. Additionally, OpenAI supports introducing regulations that require corporate safety frameworks to explicitly cover the ability of frontier models to automate AI research and development.
