On October 16th, reports indicated that China’s Ministry of Commerce and Ministry of Science and Technology are inviting public comments on the updated ‘Catalogue of Prohibited and Restricted Export Technologies’ and introducing a provisional registration system for the export of relevant technologies. This call for feedback encompasses 40 technologies across three key sectors: artificial intelligence (AI), biomedicine, and photovoltaics. Specifically, the AI sector includes 23 technologies, such as large-scale AI models, intelligent agents, high-performance computing clusters, and advanced information processing. Technologies that have become publicly accessible through open-source platforms or academic publications are exempt from these regulations. In the biomedicine field, five technologies are targeted, including cell and gene therapies, small nucleic acid drugs, and pathogenic microorganisms. Export licensing for technologies licensed externally without ownership transfer will be streamlined through automatic approval processes. The photovoltaics sector covers 12 technologies, such as polysilicon production, silicon wafer fabrication, and solar cell manufacturing, with the regulations also extending to critical equipment integral to these processes.
