The Shanghai Municipal Administration for Market Regulation has unveiled the Three-Year Action Plan (2026-2028) aimed at bolstering the capacity and quality of Shanghai's advertising industry. This strategic blueprint envisions a significant leap forward in digital and intelligent transformation. Capitalizing on its status as a leading science and technology innovation hub, Shanghai is set to expedite the integration of cutting-edge technologies—including big data, blockchain, the Internet of Things (IoT), and artificial intelligence—throughout the entire advertising value chain. This encompasses all stages from creative design, content production, and marketing agency services to media distribution, effectiveness assessment, and content review.
Simultaneously, the city will foster the development of technologically sophisticated and highly specialized advertising intelligent agents, as well as AI-driven collaborative business scenarios. These initiatives are designed to propel technological advancements within the advertising sector. Furthermore, Shanghai is committed to advancing the establishment of an AI+Advertising Public Service Platform and an AI Advertising Pilot Zone. These platforms will offer crucial technical support to small and medium-sized digital advertising enterprises, empowering them to thrive in a rapidly evolving landscape. Additionally, the city will encourage third-party technical service providers to harness computational capabilities, models, and language resources to ensure the secure and efficient production and distribution of advertising content.
