On January 7, 2026, eight departments, spearheaded by the Ministry of Industry and Information Technology, jointly released the Implementation Opinions on the Special Initiative for 'AI + Manufacturing'. The document sets forth an ambitious vision: by 2027, China aims to secure a robust and dependable supply chain for critical AI core technologies, positioning itself at the forefront globally in terms of industrial scale and empowerment capabilities. To materialize this vision, concerted efforts will be channeled into advancing the coordinated development of software and hardware for intelligent chips. The spotlight will be on achieving significant strides in core technologies encompassing high-end training chips, edge inference chips, AI servers, high-speed interconnection, and intelligent computing cloud operating systems. Simultaneously, a systematic approach will be adopted to enhance the layout of high-tier intelligent computing infrastructure. This involves expediting the establishment of computing power interconnection platforms and a national integrated computing power network monitoring and scheduling system. Additionally, pilot programs for intelligent computing cloud services will be initiated, and the deployment of large-scale model all-in-one machines, edge computing servers, and industrial cloud computing power will be promoted, thereby bolstering the supply capacity of intelligent computing resources.
