On July 30th, the Ministry of Industry and Information Technology declared the abolition and subsequent revision of policy standards pertaining to the 'cascade utilization' of spent power batteries sourced from new energy vehicles. This move is intended to standardize industry practices. Specifically, the Ministry will eliminate the clauses concerning 'cascade utilization' from the 'Industry Specification Conditions for Comprehensive Utilization of Spent Power Batteries from New Energy Vehicles' and discontinue the management of publicly announcing 'cascade utilization' enterprises. Those enterprises that have already been publicly announced for 'cascade utilization' will be removed from the relevant enterprise lists. However, the lists of publicly announced recycling enterprises will continue to be valid. Battery products manufactured by enterprises utilizing spent power batteries must adhere to the quality standards applicable to their respective fields. Moreover, no organization or individual is permitted to employ spent power batteries, either in their entirety or after undergoing processes such as disassembly, reassembly, or assembly, in the form of battery packs, modules, or individual cells, for electric bicycles or any other areas that are prohibited by laws, administrative regulations, and mandatory standards.
