Recently, the Ministry of Commerce released Announcements No. 61 and No. 62 of 2025, instituting export controls on certain rare earth materials and their associated technologies. According to the new regulations, exports intended for military use will, in principle, not receive approval. Applications concerning advanced semiconductors and AI technologies with potential military applications will undergo individual review and approval. Some of these provisions are set to come into effect on December 1, while items originating from China will face immediate enforcement. Notably, for the first time, the appendices of these two announcements have adopted the WPS format. Previously, such appendices were predominantly presented in Microsoft Word's DOC or PDF formats. This transition has ignited fervent discussions among netizens, emphasizing the promotion of domestic software and its growing influence in policy-making. In the wake of this development, on October 13, the stock price of Kingsoft Corporation Limited experienced a dramatic surge, soaring by over 18% at one point in the Hong Kong stock market.
