Apple is in the process of phasing out support for the Clips app. The company has already taken it down from the App Store and stopped issuing updates. As per Apple's official support page, beginning on October 10, new users won't have the option to download the Clips app. Nevertheless, those who already have the app installed can continue to use it on both the current and previous iterations of iOS and iPadOS. Moreover, they can re-download it through their Apple accounts.
