Upon the establishment and operation of the Hainan Free Trade Port, the "zero tariff" policy will adopt a negative list management approach, significantly broadening the scope of eligible goods. The number of tariff items covered will surge from approximately 1,900 to roughly 6,600, representing 74% of all items, thereby marking a substantial enhancement in openness. Furthermore, the policy's beneficiaries will be extended to encompass enterprises, institutions, and private non-enterprise entities with genuine import requirements across the entire island.
