The National Development and Reform Commission (NDRC) has outlined 'four key enhancements' in the customs closure policy for Hainan Free Trade Port. Firstly, the proportion of 'zero-tariff' goods will be increased to 74%. Secondly, trade management restrictions will be relaxed. Thirdly, measures to facilitate the movement of goods will be implemented. Fourthly, an efficient and precise supervision model will be adopted. These initiatives are aimed at accelerating the development of Hainan Free Trade Port and will come into effect on December 18, 2025, coinciding with the official start of customs closure operations for the entire island.
