The Ministry of Natural Resources has embarked on a process to consolidate and assess the execution of the 14th Five-Year Plan for mineral resources, while also outlining the comprehensive guidelines for the development of the 15th Five-Year Plan. With 2025 as its foundation, this plan extends its ambitions through 2030, envisioning a future up to 2035. At its heart, the plan aims to bolster mineral resource security, refine resource allocation, foster mineral exploration and development, drive technological innovation, and facilitate a green and low-carbon transformation. It also seeks to enhance the overall strategic mineral system and cultivate new productive forces within the mining industry. The formulation of this plan will proceed in a structured, top-down manner, with the national plan anticipated for approval by the end of March 2026, followed by provincial-level plans. To guarantee both the high-quality development and effective implementation of the plan, departments across all levels must devise detailed work plans, establish coordination mechanisms, and secure funding commitments.
