On October 21, the General Office of the Communist Party of China Central Committee and the General Office of the State Council jointly issued the 'Opinions on Promoting the Deep Integration of Scientific and Technological Innovation and Industrial Innovation.' These opinions aim to establish an industry-university-research collaborative innovation system led by enterprises and involving multiple parties, by developing new quality productive forces and building a modern industrial system. They focus on promoting integration across the entire chain, all fields, and all elements, along with comprehensive safeguards, to create a new landscape where scientific and technological innovation and industrial innovation mutually reinforce each other. The opinions specifically outline six key areas: promoting seamless integration between innovation chains and industrial chains, supporting the construction of an industrial system with high-quality scientific and technological supply, strengthening enterprise-led industry-university-research collaborative innovation, improving the efficiency of coordinated allocation of innovation resources, fostering a favorable innovation ecosystem, and expanding development space.
