On December 29, 2025, a coalition of 16 departments, spearheaded by the Shanghai Municipal Commission of Commerce, jointly unveiled the Several Measures for Further Expanding Service Consumption in Shanghai. This policy framework aims to elevate the international stature of health-related consumption in the city. The specific strategies outlined include:

• Encouraging medical examination institutions to broaden their service scope to encompass specialized disease-specific screenings, as well as pre- and post-examination support services.
• Harnessing the potential of advanced treatment modalities, such as cell therapy and brain-computer interfaces, to expedite the clinical integration of groundbreaking technologies, pharmaceuticals, and medical devices.
• Motivating eligible medical institutions to initiate specialized international medical programs.
• Guiding the diversified expansion of the health sector, with a focus on bolstering resources in areas of scarcity, including rehabilitation and nursing services.
• Providing support to privately-operated medical facilities in their endeavors to offer international medical services.
• Promoting collaboration between medical institutions and commercial insurance providers to facilitate direct settlement of commercial health insurance claims.
• Encouraging commercial insurers to craft health insurance products tailored to specialized medical services, as well as cross-border medical insurance offerings.
